Mr. Charles L. Tompkins
After serving his country, Mr. Tompkins joined the Executive team of JSYSTEMS to provide Strategic and Executive counsel and assistance in matters relating, but not limited to New Business Development, International Programs, Department of Defense and Global Affairs
In his former position as Deputy Assistant Secretary of the Navy (Personnel Programs), he was directly involved in the creation and implementation of programs for over one million people in the Department of the Navy, which included the U.S. Navy and U.S. Marine Corps regular and reserve components and their family members. Mr. Tompkins was sworn in as Deputy Assistant Secretary of the Navy (DASN) for Personnel Programs on March 6, 1995. He had oversight responsibility for a variety of Department of Navy issues, to include: Character, Ethics, and Leadership Development; Minority Representation; Diversity and Gender Integration; Women’s Programs; Drug Abuse Prevention; Alcohol De-glamorization, and Equal Opportunity and Volunteerism. He has more than 40 years of increasingly responsible management and leadership experience in a variety of executive, administrative, operational (aviation), education and training positions.
Prior to joining the Navy Secretariat, Mr. Tompkins served on the professional staff of the House Armed Services Committee in the United States Congress. In that capacity, he assisted in the development and implementation of policy and legislative recommendations on Defense-wide personnel programs for both the active and reserve components of the armed services. Before joining the staff of the House Armed Services Committee, Mr. Tompkins served as a regular officer with the United States Navy. He was commissioned through the Aviation Officer Candidate program in Pensacola, Florida in 1965 and served on continuous active duty until his retirement as a Navy Captain on June 1, 1992.
During his Navy career, Mr. Tompkins served in a variety of assignments as a Naval Flight Officer in carrier aviation and made numerous deployments aboard aircraft carriers to the Gulf of Tonkin and the Pacific and Indian Oceans, including Command and High Profile assignments at the United States Navy Headquarters in Washington, DC.
Mr. Tomkins’ medals and citations include: the Legion of Merit with gold star in lieu of second award; Air Medal with three gold stars and numeral five along with numerous other awards and decorations. Mr. Tompkins also received the NAACP’s prestigious “Roy Wilkins Renowned Service Award” in 1988 and the Benjamin L. Hooks Distinguished Service Award in 1998 for contributions to equal opportunity, civil rights and community outreach. Mr. Tompkins also received the Department of the Navy's Distinguished Public Service Award upon his retirement from the Senior Executive Service in July 2000.
Mr. Tompkins currently serves on the Chief of Naval Operations Diversity Senior Advisory Group (DSAG). He is a key member of several boards of political, educational and commercial business enterprise and institutions throughout the United States. He is also a Life Member of Alpha Phi Alpha Fraternity, a member of Sigma Pi Phi Fraternity, Virginia State University Alumni Association, University of Hawaii Alumni Association, and is an active member of the Steering Committee of the Beta Nu Boule Education Foundation.
Mr. Tompkins is a native Virginian and graduated with a Bachelor of Science degree from Virginia State University, Petersburg, Virginia, with further study at Prairie View A&M University, Prairie View, Texas. He completed the National War College in 1989 and the Program for Senior Executives in National and International Security at the John F. Kennedy School of Government, Harvard University in 1994.

Charles Tompkins died on Friday, July 15, 2011 at National Naval Medical Center in Bethesda, MD. He is survived by his wife, Esther Carita Tompkins; and his daughters, Carolyn and Cherylyn Tompkins; Funeral Service at Mount Olive Baptist Church, 1601 13th Rd. South, Arlington, VA 22204 on Wednesday, September 7, 2011 at 7 PM. Burial at Arlington National Cemetery at 9 AM. September 8th.
